Creating a list with a building list program is entirely legal if it is an option given to the customer. In other words you can supply a newsletter or promotions via email if the person has agreed to give you their email for that purpose.

If they agree to sign up for emails through your website and you have given them the option of opting out of the email list then you are allowed to send out an email when you are trying to generate the customers for your business. When you read further on the website they are talking about a program offered to the consumer. The Your Lucky List program is purportedly a dual matrix system. In other words you are a part of a dual matrix list builder that means you are creating a list from your own efforts. The Your Lucky List program states that you will not be at the bottom of the opt in matrix but at the top of the list.

It seems that when you become part of the matrix you are asking to be on the top of the list in which you are able to find prospects or actually the prospects can find you in order to get the business you would like to have. So with Your Lucky List you will find yourself on the actual matrix rather than purchasing a pre built list of email addresses.

This matrix is a way for you to be contacted for your product and then you can begin to build your own list. The company owners also claim in their TOS that they have a right to broadcast to YOUR prospects, so make sure you don't mind that happening before you signup.

Again it is best to double check that the company is offering your information in the matrix and that the others on the matrix have indeed signed up as you did to promote their business. You want to make sure you are not purchasing an email list that will label you a spammer.
