There are 2 powerful methods to get people to link to your site.

1. Create great content and publish on your site. When you publish unique, informative and useful content on your site and if people can find it (does it smack of a catch-22 situation there?), they will link to it without you asking for a link. Also you do not require to link back to them.

2. There is an easier method to get a good number of one-way incoming links to your site. Writing and distributing press releases for your site can do the trick. While this is not easy too, you can come up with fairly acceptable stuff pretty easily with the plethora of guides available for this purpose. The links from the press release sites are relatively more respectable.

These releases can give you a nice spike of traffic while they are fresh. Since most of the press release portals archive your release on their sites, you can look forward to a few permanent links pointing to your site.

You get more bonus links from other website owners who pickup your release from these sites and republish these on their web property. They get content to increase the number of pages on their sites and may be earn Adsense income from ads on these pages; you get the much desired exposure and incoming links.

Backlinks are most important factor to get high rankings. There are several type of backlinks and you should get as many links as possible.
Link exchanges and one way links. Both are very important. You need both of them however the one way links are better than link exchanges. One way links can be obtained by doing:
Article submission.
Directory submission.
Creating a blog on your site and submitting the rss field to rss directories.
Doing three way link exchanges.
Posting in forums.
Creating profiles in popular sites and indexing the profile page. Such as youtube and hi5 profiles.
Creating a squidoo lens, google page and other related services.
Submitting site to digg, shoutwire and related sites.
Submitting site to social sites like del.ico.us and hundreds similar.
Create an wiki page.
One way links are very powerful. They will boost your pagerank and rankings. When getting one way links or any type of links always do it regularly. Do not get 100 links today and nothing for the rest of the week. It is better to get 5 links every day or any number of links but always keep getting same number of links everyday.
When you get one way links the sites give you page rank. When you do link exchanges you give away and receive pagerank. So as you can imagine it is better to receive pagerank without giving away. Do not put links to other websites on your own site if you are not doing link exchange with them. Do not put a link to google or some other site you like. That way you give them pagerank and you hurt your own ranks.
Other methods to get one way links include:
Submitting site to Yahoo directory and dmoz directory.
Creating accounts with sites like linkmetro, linkdiary and similar sites. Just by creating account you get included in their directory.
Buy links.
There are many social bookmarking sites, many sites like digg that accept your stories and you can find them all easily.
Visit google and in search box type in the domain name of your favorite social bookmarking site. Then in the results next to the domain click on the Similar pages link. You can do this to find additional sites for more one way links.
If you can spent some money hire someone to get links for your website. That will save you a lot of time. You can hire a forum poster for example. Using software like rss, article, directory submitters is very helpful.
So keep in mind the idea is to get as many one way links to your site as possible. Do it regularly and steadily and make sure you first research and find out what keywords you want to be ranked for. You then put those in anchor text and change them often.
