There are characteristics you need to meet before deciding on what clothing you want to purchase. I have already mentioned quality which speaks for itself greatly. Second, characteristic that is noteworthy to be mentioned would be suitability. Are your clothes suitable for the kind of occasion you want to use it on to or where you will use it? You have to make sure you meet this criterion too. Another one would be appropriateness on how you will use the clothing. I have already mentioned your comfort. This will also mean you know how to use your chosen garment.
Just a final advice, you need to be flexible when you are choosing your garment. The more flexible your wardrobe is, the easier it will be to create a perfectly new outfit suited for one occasion or the other. One old blouse or shirt paired with old denim or skirt with the added spice of a jacket is still considered a new outfit that you can consider. I want to tell you that you can do perfectly everything you create a new look and with class if you only pull the right strings.
