1. Objective: First of all you should decide the purpose of buying the camera and its utility. You have to decide upon the type of photography (landscape, sports, etc.) that you will be doing. The condition (indoors, outdoors, etc.) in which you do the photography has to be taken into consideration. The mode that you usually use such as the auto mode has to be taken into consideration. Your experience with the cameras has to be taken into consideration. Your budget also matters a lot.
2. Resolution: More the resolution more is the clarity of the image. Everyone wants the resolution to be as high as possible. If the resolution is high the price of the camera is also going to be higher. Moreover the space required in the memory card and the computer is also more. You have to decide as to how much resolution the camera should have and what resolution is best for you.

6. Type of Digital Camera: Basically there are two types of cameras, one is Digital SLR the other is Point and Shoot. It depends basically on your requirements, the situation and the nature of photography that you are practicing.
7. Zoom: There are two kinds of zooms, one is optical zoom and the other one is digital zoom. One has to give more attention to optical zoom rather than the digital zoom because the digital zoom just enlarges the pixels and makes the image have more pixels which is not required. On the contrary the optical zoom enlarges the subject nearly 3 times.
