In the process of keeping law and order in your town local law enforcement comes across a lot of abandoned and abused animals so it is more than likely that they have the contact information for the Siberian Husky rescue centers in your area as well. Contact local law enforcement and see if the can help you get the dog the help is so desperately needs and deserves.
Local law enforcement may keep the contact information for local Siberian Husky rescue centers on hand as well so you may be able to get that information from local law enforcement too. It never hurts to ask and local law enforcement may also be able to give you other advice that may come in handy in the rescue of that poor abandoned pet.
Even if you only find a national group on the Internet you can still contact them and see if they have a local office you can contact. Chances are that they do have someone local for you to get a hold of and you can use that information to get the dog the help it needs.
A humane and responsible person will never let a pet suffer so if you know of a Siberian Husky that has been abandoned or abused then take the time to find a rescue center or group close to you and get the dog the help it needs.
