Let's start simple; painting one wall a complementary colour adds instant interest to a room. It can make a room feel warm, spacious or cosy depending on your colour and wall choice. You could go a step further and paper the wall with a bold pattern; feature walls are all the rage and if you want the feel of a complete makeover without the associated work, this is the way to achieve it.
An inexpensive print, if it's big enough and bold enough, can have the same effect. It draws the eye and brings the focus of the room towards itself. Put it over the fireplace for a traditional look, or on a back wall to draw attention somewhere new.

Buy some material and make your own curtains in colours and patterns that you like. There's no need to stick to boring shop-bought designs, curtain-making is simple and you'll have a unique look. If you'd prefer blinds, buy some fabric dye and try printing your own design.
As well as funky curtains, you can add spice to your windows through the use of stained glass. It doesn't cost as much as you might think, and you can get customised designs and patterns. Salvaged stained glass is absolutely gorgeous and great for a vintage feel.
