The digital library has to do with information that is provided by the internet. According to the report, “web accessible digital library presents the potential to greatly increase access to reputable information sources regardless of users location and time constrains.." according to the Report.



“The poor usage of computer database and the internet by clinical to answer clinical question is due to slow in….computer based clinical knowledge.." according to the report. That implies that not every clinic staff has the skill to operate and apply for the information from the data base. “Many senior clinicians able to navigate the web, did not perceive themselves as computer literate, specially with regards to the digital library usage,…" according to the report. The service is too slow as a result become ineffective. Therefore in order to take advantage of its utilization, staff in the clinical/medical profession should be trained on how to make use of it. “When hospital information system were fast introduced, it was found that the greatest difficulty is system deployment layout with technical issue …and the need to acquire new skill .." according to the Report. There is also the problem of harmonizing the various technical issue require as to be made adaptable by the various professionals in the medical field due to the fact there are organizational differences that affect implementation of the digital library since every organization has individual procedure and principles of operation which may not agree with the other. Therefore unless they harmonize their individual policy they cannot work together. “It was found that the perceptional problems, associated with organizational hierarchies, technology misconceptions, the accessibility of the technology and the information stored therein impede the introduction of digital library access via the internet" according to the Report. In implementing the digital library, it must be acceptable by all medical professionals before it can work effectively. “Recent health informatics research also ague that social and

organization factor can determine the success or failure of the healthcare IT development……due to the complex, autonomous nature of the medical discipline….." according to the Report.

The is also the issue of formal and informal practices and social norms in the medical profession that affects the implementation of the digital library. The implementation can effect a change of various organizations in the medical profession. These changes of the organizational official policy may occur due to the implementation of the new technology which may not be acceptable by top official even though the lower staff may like to conform to the new development. “…… can change the context of peoples’ work-practices and can therefore restructure the relationship with both each other and the tax in hand….." according to the Report. The research was conducted in consultation with various health practitioners who were interviewed by the researchers including some who already established the digital library who gave the Researcher their own experience and views. One of this is the Australia Clinical Information Access project (CIAPS) “Since the launch of CIAP…in 1997 there has been a substantial increase in the use, as well as the development of a culture that is open to the sharing of clinical information within the New South Wales health system".

One of the advantages that the digital library users will enjoy is that it will link up to all other digital libraries in the internet and one can easily find any information require from the various websites making the research work easily without much stress consequently, the medical professionals will be of more advantage position. “ Digital libraries, accessible from the laboratory, with reasonable multimedia representation and social facilities, would provide these users with a major advance in library usability.." according to the Report.

However the use of digital library was not seen as useful as it was projected. The combination of lack of skilled manpower for its usability and other factor must have constituted to this constrains.
