In dwelling places or businesses that may have had a good amount of water present because of flooding, either from impaired plumbing or from unexpected weather disasters, it is likely to sustain destructive damage from the water by itself. This water damage might be added to when many areas are moist long enough to develop mold.

The most obvious thing is that if something does grow any mold, it must be eliminated with chlorine bleach if it is allowed or removing the exposed surface entirely.
