Decide how you are going to go about promoting your site, through articles like this, or on forums and what not (don't spam though!) and write out a plan. It doesn't have to be professional, but it has to give you an idea of what you're going to be implementing. You can build a quick site for free and use blogger or something like it, and write up good content to keep people interested in coming back and clicking.
