They are easy to get in, and usually if they are good you will receive targeted traffic, meaning that the people that came from there really want to see your page.
So why so few webmasters use them? The answer is that most top sites require you to put a little piece of code on your site. Now there are people that say they don't want to put ugly looking buttons on their sites, there are people that say that they don't know how to put the code, and some even say that they will loose PR to put a sitewide link on their site.
If you take a moment to think about all of this, you will see that they are all nonsense. First of all there are thousands of top sites, so it's impossible for you not to find a button you'll like. Secondly it's easy as pie to put a piece of code on your page, and if you don't know how to do it, you can ask somebody. Third, you won't loose PR, instead you will get targeted legitimate traffic and a good PR incoming link if your site is good enough to be on the top page.
Let me teach you a little secret that few people know. You can get around of putting the “ugly” looking button on your site. How ? Easy, just add a new page to your website, and put all the codes there, you can name it “parteners” “topsites” or any other name you like. You will still be listed in the top sites, you will receive traffic and a link on their pages, so the purpose is served.
