Almost all old cities of the developing countries which are supporting the highest population densities are facing the problems of heavy traffic, lack of proper sewerage & storm water disposal system, lack of parking spaces, and lack of social infrastructure etc. Solving of these problems were not within the capability of the local Authorities due to non availability of space in such cities and lack of technology.
In the present era of science and development, the advent of new technology has made it possible to solve above problems by providing such infrastructure below or above the ground of such cities. For the benefits of the public, the living example of Delhi Metro Rail including its vast railway stations and restaurants etc. which have been constructed below and above the ground has been described as below.
Delhi Metro Rail as conceived In Delhi Master Plan
The walled city of Delhi developed traditionally over a period of time into mixed land uses associated with whole sale markets is a most congested part of the city facing acute traffic problems, lack of parking spaces, and lack of social infrastructure etc. Recently, the construction of Metro Rail below ground in the said walled city has proved that natural constraints coming in the way of development can be overcome with the application of advanced technology. The Delhi Metro Rail Project is being implemented primarily to solve traffic problems of Delhi as first of all conceived in Delhi Master Plan in 1960.
Benefits of Delhi Metro Rail
The 1st. phase, 2nd phase and 3rd phase of Delhi Metro Rail have already been commissioned. The operation of said Metro rail has reduced the traffic congestion on roads running parallel to the said Metro line. It has also reduced the traveling time of the commuters. It is considered reliable, safe, and more comfortable mode of transportation as it has reduced the road accidents. In addition, it has reduced atmospheric pollution including noise and has also reduced the fuel consumption of transport sector resulting in saving of foreign exchange. It reduced the need for parking spaces, expansion of roads, flyovers, laying of new roads etc. in areas which are being served by it. It reflects sense of pride to the city and country having a world class facility.
Arrangement of Funds for Delhi Metro Rail
As Urban MRT projects are developed to provide safe, speedy and affordable mode of travel to the commuters, such projects generally are not found financially viable in the most cities of the world, despite their large economic benefits. Therefore, burden of Delhi Metro Rail is being shared through
(i)Delhi Metro Rail Corporation Ltd.
(ii)Equity contributions from the GOI / GNCTD,
(iii)Soft loan from the OECF (Japan),
(iv)Revenue generated through property development and
(v)Certain decided levies / taxes on the city dwellers.
Enactment of the Metro Railways (Construction of Works) Act, 1978
The proposal of Delhi Metropolitan Rail first of all was conceived in Delhi Master Plan, published in 1960. For the implementation of this Project, the Metro Railway (Construction of Works) Act, 1978 was enacted and Delhi Metro Rail Co. was formulated. The responsibility for implementation of this project was given to Shri Sreedharan by appointing him as Chairman of Delhi Metro Rail Corporation Ltd. He is also known for the completion of Konkan Railway Project in India before schedule.
Pooling of Best Construction Technologies Available in the World
Since Delhi Metro Project is a new project for India, therefore, construction expertise of various companies was pooled by formulating their joint venture named KSHI. J.V. The said joint venture alphabetically denotes as
•‘K’ for Kumagai Gumi, a company of Japan specialized in underground metro works.
•‘S’ for Skanska, a company of Sweden specialized in tunnling, diaphragm walls, steel piling and piling etc ,
•‘H’ for Hindustan Construction Limited, a construction specialized company of India which has constructed Calcutta Metro ,
•‘I’ for Itochu, specialized company of Japan,
•‘J’ for joint and ‘V’ for venture.
The architectural services for the above project were rendered by a company named Maunsell, having its base in Australia and Singapore. The survey of Metro Railway track was conducted by Mr. Tommy Trving Chief Surveyer of Skanska a company of joint venture.
Performance And Development Plan
Effective personal development is the key to finding true self-reliance and control. From communicating with others at work, dealing with situations at home, and even mastering money, personal development is the greatest way to achieve satisfaction in your life. Regardless of your specific goal, whether it be seeking higher education or simply how to better mange your expenses for a brighter future, your personal development plan will help you discover exactly who you are in life and what you want out of your life. Discovering one's true self and learning how to use your natural talents and personal drives to accomplish your goal is a key component of any personal development plan.
The first step to personal development is accountability. You must first be held responsible for all your actions or inactions. You must step up and finally admit what it is that is holding you back from developing into the person you want to become. For those seeking better money management, admit your splurges, learn how to control or if possible, eliminate some of them altogether, and then you can accomplish a greater sense of satisfaction at the end of the month, instead of spending time on the phone, making arrangements with creditors because you've overspent your budget. Accountability is one of the toughest steps to an effective personal development plan. It requires that you be very honest with who you are and what you have been over the past years. It may be hard to thoroughly examine yourself in the necessary way, but once you have decided on your course of action, you will find it easier to address your situation and make the needed changes.
The second step to effective personal development is establishing a list of goals. You must figure out exactly where you want to be in life and when exactly do you plan to have it accomplished. The goal setting is the easiest part of personal development. It helps define what you want, where you will get it from, and when you plan to have it. You will already have found that you have created an introductory set of goals when you first started on your personal development strategy. Here is where you will go over your personal goals, eliminate the ones that will not help you meet your end goal, and keep the ones that will help you discover true personal satisfaction. After you have your goals, figure out which ones are short-term goals, or one to five year goals, and which are long term, five to ten year goals. This will aid in the creation of the specific patterns and habits you will have to alter to meet your goals.
The third step to personal development is choosing your course of action. This is the part where you actually strive to obtain your goals. This is the most difficult part of personal development. To satisfy your short-term goals, develop personal habits. For a financial goal, develop a savings pattern. For other goals, like perhaps trying to curse less or attend church more, develop habits that will aid in this goal. Develop a reward and punishment system for each goal. For long term goals, the approach is similar. Develop personal habits and patterns that will aid in the satisfaction of these goals as well. Most importantly, though, be patient and understand success will not come overnight and it will take time, practice, and dedication before you find yourself exactly where you plan to be.
Although personal development is one of the most sought after development plans, it is very stressful. Lifestyles and personal habits will need to be changed or eliminated. However in the end, you will find the greatest satisfaction in knowing you yourself, have accomplished exactly what you set out to do. That is a tremendous feeling and one well worth the effort.
