Every believer is anointed with the ministry of reconciliation, but not every believer is anointed or equipped to stand in the fivefold ministry offices according to Ephesians 4:7-11. I am not trying to make it hard for the believer to be in the full-time ministry, but I would like the reader to understand that the fivefold ministry does not grow on trees. You cannot buy the down at the supermarket or the five-and-dime store. You cannot raise them up in a Bible school or seminary setting. These gifts are given by God Almighty and come from heaven above and not by the hands of man.
shows us that every believer is anointed when they get born again. God comes and makes His home on the inside of us. The scripture says, "If any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new" (Second Corinthians 5:17). You are set apart.

The fivefold ministry will have a greater manifestation of the nine gifts of the Spirit, with a greater anointing, than the laity.
The Well and the River
In John 4:15, Jesus said, "Whosoever drinketh of the water that I shall give him shall never thirst; but the water that I shall give him shall be in him a well of water springing up into everlasting life." I want you to notice it says a well. The scripture says, "With joy shall ye draw water out of the wells of salvation" (Isaiah 12:3). We could call this first anointing a "well" anointing.
In the last day, that great day of the feast, Jesus stood and cried, saying, if any man thirst, let him come unto me, and drink.
He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water. (But this spake he of the Spirit, which they that believe on him should receive: for the Holy Ghost was not yet given; because that Jesus was not yet glorified.) John 7:37
In this scripture, we not only see a well, but something that is bigger than a well. We see a river. In other words, you can have a "well" anointing when you get born again, and you can have a "river" anointing when you get the baptism in the Holy Ghost.
