You have 3 options to choose from:
1: Search Engine Search
Just type in the name of the game followed by "download for psp" or something similar and you will see many results come back.
The up-side here is you can probably find the file at no cost. But, there are many down-sides as well.
One of biggest negatives is that you could end up wasting hours of your time searching and then end up with a corrupt file that may even have viruses on it.
2: Download from a friend
Remember, you can always copy directly the games, movies, music and other files if you know someone that has what you want - it's easy with PSP.
The advantage here is that you know the source the file is coming from and can trust it. The disadvantage here is what if your friend does not have the game you're looking for?
3: Instant PSP Download Site
There are many sites out there that maintain access to an updated database that has ALL psp games and other files. These sites just charge a small 1-time entry fee (life-time access).
It only takes a minute to search and the files come right out. However, on the internet it could take hours, if not more.
The only potential down-side here is that you have to spend a nominal start-up fee, but mostly these fees are only about $37!
Feel free to choose any option, but I strongly suggest that you stick to Option #3, you'll waste too much time doing it the other ways (and it may cost you more)!
