If you just have a calbe or two to run across a cement ceiling, you may consider using an "L" bracket like the Ramset SPC78. This bracket is used by the ceiling trade and has a pin mounted in it. Just shoot it up and tie wrap your cable to it.
In some instances you may want to suspend a larger cable run just above the suspended ceiling. You can take the same "L" bracket with a pre attached piece of ceiling grid wire and suspend an Arlington Loop or Caddy J hook.
If you are going to mount to the ceiling, consider using a Ramset or Hilti tool that can be used on an extension pole. My favorite is the Ramset Viper tool that has a telescopic pole tool. This tool is one of the quitest tools out there and does a great job even in brittle concrete.
With the proper bracket, the Arlington Loop and Caddy J hook can be shot directly to the ceiling. The Caddy J hook can be shot direc to a concrete wall.
You can also shoot plywood to concrete and steel columns, a real time saver.
If you already have a Ramset or Hilti gun consider and extension pole and check out the various hangers and clips available. If you don't have a Ramset or Hilti tool yet give one a try, you won't regeret it.
As always, safety first. Wear appropriate safety gear and get training.
