If you were planning to ride mainly on the pavement then you should aim to look for a bike which has narrower tires. They also tend to be quite smooth as they do not have to worry about dealing with rough terrain. Usually narrower tires have less friction then wider tires. It is possible to use wider tires on pavements but the only problem with that is that it could slow you down quite a lot.

Once you know exactly which tires it is that you should be using, you should then look into the pressure of the tires. You need to set the pressure to suit your needs as when the tires are at the right pressure, they will make riding a lot smoother. If your tire pressure is too low then it could cause problems for you potentially as it could puncture the tires.
