Haryana is one of the most rapidly developing States of India's its growth rate ( 8.6 % ) is exceeding the national average growth rate. It is commanding the second highest per capita income ( Rs. 26, 632 ) in the country. About 91 percent of its population is living above poverty line. The total population of Haryana state has increased from 16463648 persons in 1991 to 21144564 persons in 2001 by registering a net increase of 28.43 percent.
The urban population of the state has grown from 4054744 persons in 1991 to 6115304 persons in 2001 A.D by registering a net increase of 50.81 percent. But main influx of urban population is concentrated in 18 urban centers, each having population more than one lakh which includes Faridabad (1055938), Hisar Urban Agglomeration (519875), Gurgaon Urban Agglomeration (412401), Panipat Urban Agglomeration (354148), Yamunanagar Urban Agglomeration (306740), Rohtak Urban Agglomeration (294577), Ambala Urban Agglomeration (245847), Sonipat Urban Agglomeration (225074), Karnal Urban Agglomeration (221236), Bhiwani (169531), Sirsa (160735), Panchkula Urban Estate (140925), Jind (135855), Bahadurgarh Urban Agglomeration (126746), Thanesar (122319), Kaithal (117285), Palwal (100722) and Rewari (100684).
These towns / urban agglomerations are accommodating more than 78 percent of total urban population of the state. Haryana has the privilege of it's better location as it’s one third part is covered under the National Capital Region ( NCR ) which is the biggest employment center of Northern India. Scarcity of houses / flats is the main problem of all urban centers located within this region. The following map describes the area covered under National Capital Region.
Multi National Companies of the World are preferring NCR for the setting up of their business. There is a great demand for flats from the highly paid professionals, Managers, Engineers and other workers of the Multi National Companies which give the facility of loan on easy terms to their employees.The Group Housing culture has already been developed at Gurgaon, Faridabad and Panchkula. This culture is further trickling down to other District headquarters of the State specially the district headquarters having population of more than 1 lac persons.
In order to regulate the ownership of common facilities of group housing projects, the Haryana Govt. has enacted the Haryana Apartment Act, 1983.In addition, for the purpose of ensuring planned development, the Haryana Govt. has formulated planning norms and have also laid down procedures for colony licences for Group Housing Projects under the Haryana Development and Regulation of Urban Areas Act, 1975 and the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963.
Due to availability of well settled statutory provisions for the development of Group Housing colonies, a good environment is prevailing in Haryana State for obtaining licenses for the said projects.
