What are the core areas which the regulations cover?
The regulation covers 3 main areas. The first of those explains the methods which should be used to carry out the tests. The second part is in relation to the activity of employers and those who work for the employers such as employees, volunteers, agents and the self employed. The third part indicates that the regulations are not to take precedence over the post accident testing program.
What liabilities do employers assume under the regulations?
Firstly employers are fully responsible for meeting all DOT regulation requirements. That means that should an agent fail to comply, then this is a liability that you must assume. It is also the case that all contracts that are formed, whether incorporated through writing or the spoken word, must also ensure compliance and this falls solely on the employer.  
As an employer, can you subcontract your liabilities under the regulation?
As an employer it is acceptable to subcontract the tasks needed to comply. However, it is worthy of note that you cannot wash yourself of all liability associated with it. Should the service agent fail to meet the requirements, then ultimately this is still your responsibility.
Who is qualified to take urine testing samples with which to perform testing for DOT compliance?
 A collector must meet the training requirements set forth in section 40.33 of the agreement. The person carrying out the test may not be the person whom the employee reports to directly. It is also not acceptable to take the sample if you work for a testing lab either.
How is the integrity of urine samples upheld by the regulation?
 Measures must be taken to ensure that no tampering can take place. For example, any water sources must be blocked off or be treated with a blue die so that should they be used as a means by which distort results, then it will become apparent to the naked eye. It is also the case that all entry points to the room must be covered, or sealed. If it is felt that someone is attempting to delay the process then that person should be removed by the collector.
What drugs is the DOT  testing process able to identify?
The following drugs are tested for. It is also not acceptable to test for any other drugs other than the ones mentioned: opiate, cannabis, amphetamines, cocaine and PCP.
How long do are the samples kept for?
Any sample that was deemed to be adulterated, positive, invalid or substituted needs to be kept for 12 months.
