Who is doing the work?

Make sure you know who is doing the actual writing. They may well be outsourcing it, which is fine, as long as you know where it is going and are ok with that. Many 3rd world countries product very good work, but the cultural understanding of the topic is so different it make the writing almost useless. Qualifications?

If the price that you get is ridiculously low, when translated into an hourly rate, that will tell you something about who is writing it and where they are writing it.

This requires some careful analysis that few people understand and often overlook. If writers are real professionals, with College or University degrees, and a lot of experience, then they can produce quality content very fast. The price may seem low, but that is because the writers are professionals, not because they are outsourcing.
