In a small bowl, combine the oats, both flours, baking powder and salt. In a separate small bowl, beat together eggs, brown sugar, milk, oil and vanilla. Stir egg mixture into the dry ingredients just until moistened.
Using either a greased muffin pan or pan with paper lined muffin cups, Add muffin batter until about two thirds full. Bake 15 to 17 minutes, until an inserted toothpick comes out clean.
Cool muffins about 5 minutes before removing them from the pan. Place on wire rack for cooling.
