As with anything else, Outlook Express can be tough to use. It's even tougher when you run into errors while trying to use it.

POP errors are similar to email errors. Usually there is a problem with your connection or the email server you are trying to connect to and use.
Outlook can also crash with any number of weird errors. Usually the only way to fix these kinds of errors is to update Outlook Express or to completely reinstall it.
Fixing Outlook Express is pretty easy most of the time. Unfortunately, sometimes other software is needed to properly fix the error.
